COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The Eastern U.P. Regional Planning & Development Commission provides technical assistance, preparation of notices of intent, pre-application and applications for the CDBG program, offered through the Michigan Economic Development Corporation. This is a federally funded program administered Statewide by the MEDC. This funding is used to improve publicly owned infrastructure, where those improvements will lead directly to the creation of permanent full-time employment opportunities for low-to-moderate income persons. MEDC will only accept job creation in manufacturing related industries or in some cases "destination tourism" projects.
Eligibility: Local units of government (Cities, Villages, Townships or Counties) in rural areas with a population of less than 50,000 persons are eligible to apply for CDBG funds.
Generally funds are invested at a rate of $10,000 per job created. The ratio of public to private investment must be no less than 2:1. The infrastructure portion of the project must have a hard cash match of at least 10% (local, federal, private, etc. funds).
