EUP Asset Management


The asset management program is a cooperative effort between Local Road Commissions, Regional Planning Commissions and the State Department of Transportation. "This emerging concept in the transportation industry is predicated on the principles of stewardship of public resources, accountability to users of the system, and continuous improvement. It is based on managing our infrastructure for results by focusing on performance. As steward's of the public's highways and bridges we can no longer be content to simply account for assets. Rather, we must aggressively ensure the proper use and performance of those assets." - Asset Management Council


Federal Aid Road Condition Survey:
 
In August of 2003 a statewide survey of all the federal-aid eligible roads began. This survey is performed annually between the months of June and November.  The purpose of this survey is to create a database of uniform pavement condition ratings for use by the Transportation Asset Management Council in its strategic planning efforts. The survey is undertaken by teams comprised of an MDOT representative (Newberry TSC), a representative from the appropriate regional planning organization (EUPRPDC), and a representative from the local road agency (County Road Commission/City Engineering). Three data items are collected using the Road Soft software: Surface type, number of lanes, and the PASER (Pavement Surface Evaluation and Rating).

PASER is a 1-10 rating system based on three categories:

Routine Maintenance (ratings 8-10)

Capital Preventive Maintenance (ratings 5-7)

Structural Improvements (ratings 1-4)
