Position Description:
The EUP Regional Planning and Development Commission seeks to hire an Assistant Planner to fill a full-time position. EUPRPDC is seeking an energetic, talented professional to support its economic development and regional planning efforts for the Eastern Upper Peninsula region, including the Regional Housing Partnership, Broadband Planning, regional Childcare Planning efforts and Materials Management Planning. The position reports to the CEO to support the agency’s economic development program, as well as supporting rural transportation and land use planning efforts. Duties:
EUPRPDC is seeking an energetic, talented professional to support its economic development and regional planning efforts for the Eastern Upper Peninsula region, including the Regional Housing Partnership, Broadband Planning, regional Childcare Planning efforts and Materials Management Planning. The position reports to the CEO to support the agency’s economic development program, as well as supporting rural transportation and land use planning efforts.

The Candidate: The ideal candidate will have the following knowledge and abilities:

• Ability to identify, develop, organize, and implement regional planning strategies.
• Have an understanding of transportation and land use policies in the state and region and a demonstrated ability to coordinate economic development planning with land use, transportation, and environmental planning.
• Knowledge of the regional economy and land use planning, including trends, issues, and stakeholders.
• Experience communicating economic, land use, and transportation policy and data effectively in writing, orally and through formal presentations to a wide variety of audiences.
• Experience producing and coordinating work on projects in cross-functional teams.
• Experience with public policy advocacy in federal, state, regional, and local affairs.
• Experience coordinating and facilitating events, convenings and meetings involving a variety of stakeholders.
• Knowledge of planning and policy issues related to growth management, transportation, economic development, and local and regional governance.
• Experience with operations and support of a governing board and in staffing elected leadership.

Experience and Education:
• Bachelor’s degree in related field.
• At least one year’s experience at any level of planning (urban, rural, city, township, county) and/or related field.
• Or any combination of lived experience or educational experience in a related field that would provide the applicant with the desired skills, knowledge, and ability required to perform the job. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Duties:
CHARACTERISTIC FEATURES OF THE POSITION: This is a professional position involving the development and implementation of the EUP’s Regional Planning & Community Development planning program, which could include economic development and transportation planning, broadband planning, regional housing initiatives, regional childcare planning, etc. This individual is directed by and responsible to the CEO, who makes all final decisions regarding the program, policies, and recommendations. This individual must have the ability to work individually and as a team.

EXAMPLES OF WORK: (Illustrative only and not limited to)
 Implements planning and community development programs as outlined in the Commissions’ Work Program.
 Assists the Commission, including program development and liaison with Federal, State, and Local agencies.
 Provide planning expertise on planning projects to Agency staff and stakeholders.
 Coordinate and facilitate planning training workshops and informational meetings.
 Assist in managing planning projects and write reports as required.
 Coordinates and communicates activities with the Commissions’ CEO, providing advice and information.
 Implements the decisions of the CEO.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of the principles, practices and techniques of planning and community development; working knowledge of the current methods for collecting, analyzing and interpreting data; ability to make presentations to stakeholders and the public; ability to identify and pursue grant opportunities; ability to express oneself clearly and concisely, both verbally and in writing; ability to keep accurate records and prepare analytical reports; ability to work with other professionals and the general public. Proficiency in Microsoft Word, Excel, Outlook, PowerPoint is required. Proficiency in WordPress is not required but would be valued. A valid Michigan driver’s license is required.

EDUCATION AND WORK EXPERIENCE REQUIREMENTS: A minimum of Bachelor's degree in urban/regional planning, transportation planning, civil engineering, economics, public administration or a related field, and two years of planning and/or community development experience. NOTE: A Master's degree, in an appropriate field, or American Institute of Certified Planners (AICP) recognition may substitute for two years of planning experience.
